Rental Registration

By city ordinance, all rental dwelling units must be registered with the city no later than July 1, 2017, or when ready for first occupancy.

If you registered your properties during the previous rental inspection program, you will be contacted by mail or email with login credentials and may view and edit your information by logging in below. If you are unsure of your account information, would like to create an account, or need assistance logging in, please contact the Code Services office at 785-587-4506.

Owners


Beginning July 1, every rental unit in the City will be required to be registered. It is the owner's responsibility to complete the registration process. An online registration process is expected to become available this spring for owners to begin registering. It will contain information from the previous rental program that can be updated.

The owner will be required to provide information including rental unit address, number of dwelling units associated with that address, owner's name and contact information, and certification that information is complete and correct.

If owners do not register their property, the following penalties will apply:
  • First conviction within the preceding 12-month period is punishable by a fine of at least $100 but not exceeding $500.
  • Second conviction within the preceding 12-month period is punishable by a fine of at least $250 but not exceeding $500.
  • Third and subsequent conviction within the preceding 12-month period is punishable by a fine of $500 and possible jail time for not more than 6 months.
If owners live outside a 60-mile radius of Manhattan, they will be required to appoint a local agent who resides within a 60-mile radius of the city. Owners who live within a 60-mile radius of Manhattan will have the option to appoint a local agent. If agents are appointed, the owner must provide their contact information as part of the registration process.

Agents


A local agent's purpose is to receive notification of any code or zoning violation notice sent to an owner; serve as a local contact in the case of an emergency; and facilitate contact between the city and the owner.

Tenants


No one will be allowed to rent or occupy a rental unit that is not registered.

Voluntary Inspections


Inspections are not mandatory and are not addressed as part of the new rental registration program. However, property owners, managers and current tenants may voluntarily schedule property maintenance inspections at no cost. Request an inspection or contact Code Services at 785-587-4506 for more information.
