Virtual Public Hearings
Due to COVID-19, holding in-person board meetings is unworkable. The City will hold upcoming public hearings with City Boards and Committees virtually, using the Zoom Webinar software platform. Meetings will be televised, as they always have been, on the City’s website and channel 3. If you want to provide testimony during the public hearing of these boards, you will need to register for the specific meeting (see below). Registration and participation are free and open to the public. Information on how to provide written testimony, via a phone or on a computer through the Zoom Webinar, is given below. You can provide written testimony in advance of the hearing. Written testimony will be provided to the Board members.
Please mail your written testimony to the Community Development Department, 1101 Poyntz Avenue, City of Manhattan, KS 66502 or send it via email to communitydevelopment@cityofmhk.com. Comments must be received by 3:00 pm the day before the scheduled meeting in order to be compiled and sent to the Board members and provided to the public.
The Zoom Webinar allows meeting attendees to speak during the meeting when called upon by the Board. A computer or smartphone is not required. To participate using only a phone, please register for the specific meeting using the links below.
At the time of the public hearing, dial into the webinar using the number and meeting ID number provided in the registration confirmation message. When you have entered the virtual meeting, your phone will automatically be muted. This is to prevent disruptions or inappropriate or vulgar comments being made during the public hearing.
During the public testimony portion of the public hearing for the item you are interested in, the City meeting host will call upon you to see if you have any testimony to provide. At that time, your phone will be unmuted and you will be prompted by a board or staff member to provide your testimony. If you would like visuals (e.g. pictures, video, or presentation) to accompany your testimony, see below.

The Zoom Webinar allows meeting attendees using a computer, tablet, or smartphone to see, listen and provide testimony in the public hearing. To participate in the webinar using a computer, tablet, or smartphone, please register for the specific meeting using the links below.
At the time of the public hearing, use the website link provided in the registration confirmation message. When you have “entered” the virtual meeting, your microphone will automatically be muted and your camera (if available) will not be viewed by other meeting participants. This is to prevent disruptions or inappropriate or vulgar comments or images being made during the public hearing.
During the public testimony portion of the public hearing for the item you are interested in, the City meeting host will call upon you to see if you have any testimony to provide. At that time, your computer microphone will be unmuted and your camera (if available) will be shared with the meeting. You will be able to provide your testimony at that time. If you do not respond within ten seconds, it will be assumed you have no testimony to provide. If you would like visuals (e.g. pictures, video or presentation) to accompany your testimony, see below. At no time will you be able to share your screen.

Providing Visuals to Accompany your Testimony
You will need to mail the visuals to the Community Development Department, 1101 Poyntz Avenue, City of Manhattan, KS 66502 or email them to communitydevelopment@cityofmhk.com so that they are received by 3:00 pm the day before the scheduled meeting. Please state that the visuals are to be a part of your testimony and also note your name, address, phone number so staff can make sure to show your visuals while you provide your testimony.
No tolerance for rude, vulgar, or disruptive behavior
Just as there is no tolerance for rude, vulgar, or disruptive behavior in a normal meeting, the same is true for a virtual meeting. Swearing, abusive language, flashing, or other offensive behavior will be terminated as quickly as possible and without warning by the host and the violator will not be allowed to rejoin as an attendee.
