Housing Authority Board of Commissioners

The purpose of the Housing Authority Board of Commissioners is to secure and implement contracts with the Federal Government for financial assistance regarding the operation and maintenance of low-income housing sites and/or the implementation and operation of housing programs.

Commissioners are appointed to 4-year terms –Resolution No. 110299-C (11-02-99); Charter Ordinance No. 35 set the number of members at 7 and make-up of Board (effective March 4, 2000).  Quorum is 4.  Appointees must reside within the city. The Mayor shall make every reasonable effort to appoint persons with a demonstrated interest, knowledge, or training in housing or public housing issues. Election of officers held annually.

Principal responsibilities for Commissioners are as follows:

Provide Leadership

  • Set and champion the agency's mission.
  • Make strategic decisions that ensure financial solvency.
  • Speak up when concerns arise.
  • Hire a qualified executive director/CEO to manage day-to-day operations.
  • Actively participate in board meetings.
  • Nurture positive community and media relations.

Provide Oversight

  • Monitor the agency's ability to meet statutory, regulatory, and contractual obligations.
  • Assure that PHAs meet audit obligations and recommendations.
  • Approve internal controls that safeguard the agency's assets.
  • Prevent fraud, waste, mismanagement, and abuse by safeguarding the agency’s financial integrity.
  • Adopt operating budgets.
  • Approve, review, and monitor budgets, contracts, and other financial documents.
  • Conduct monthly budget reviews to ensure expense and revenue targets are met.
  • Ensure ethical, legal, and effective work performance.
  • Keep abreast of subsidized housing industry rules and regulations.

This board meets the fourth Wednesday of the month at 5:30 p.m., in the Community Room, Apartment Towers, 300 N. 5th Street, Manhattan.
