There has been some public concern about the timeline for completion of the Allen Road project. Due to several factors, including the unusually cold weather this winter and spring, multiple utility conflicts in the area, including natural gas, phone, fiber and cable, and poor subgrade conditions that were realized upon excavation, this project has taken longer than anticipated.
The goal of this project is to divert sanitary sewer overflows that have historically happened in the area. Due to undersized sanitary sewer lines, in moderate rainfalls, sanitary sewer would surcharge the system and could backup into homes.
The Allen Road project was awarded in the summer of 2017, with a construction start date of September of 2017. The contract between the City and the Contractor had 200 days for construction to be completed. The original contract required full removal and replacement of Allen Road from Casement to Prairie Lee Place, then removal of the South half of the road from Prairie Lee Place to Judson. During construction, the North half of Casement from Prairie Lee Place to Judson was found to be in extremely poor condition and the entire roadway had to be removed. Due to this additional street work, an extra 25 days of construction was granted to the contractor. With the additional 25 days, the completion date was expected to be mid-April. Since the completion date has elapsed, the contractor is subject to liquidated damages for each day the project remains uncompleted. The City will continue to work with the contractor to get the project done and the area back open.
The Public Works department and the homeowners whose homes have flooded in the past appreciate the patience of the citizens in the area and we look forward to being getting this project complete.
